CONNECTICUT GENERAL ASSEMBLY is Hiring a Human Resources Associate Near Hartford, CT

The Office of Legislative Management is seeking a full time Human Resources Associate to join the Human Resources Team. This position will be responsible for handling specialized human resources tasks involving HR administrative or paraprofessional work. Tasks include, onboarding and off boarding employees, answering benefit questions in person as well as via the HR email, handling COBRA, learning basic pension calculations, researching service time issues, taking notes for meetings, setting up and assisting the Director with HR and other events and functions. This position also involves putting together the monthly newsletter and other flyers as well as managing the office bulletin board and others in the building to reflect HR information and other OLM events. Employee will draft correspondence, schedule meetings and do research for the Director Employee will be expected to learn new HR areas over time and to move to a more advanced level when appropriate. This position is fully in person.

Examples of Duties:

  • Prepares and maintains human resource records;
  • May participates in the recruitment process – interviews, evaluates, and recommends applicants for employment;
  • Conducts employee orientation sessions as well as offboarding;
  • Generates and coordinates processing of HR transactions;
  • Counsels employees and legislators on benefits, separation, transfer and/or retirement policies and procedures;
  • Responds to inquiries by gathering information and composing correspondence;
  • Acts as HR partner with other legislative offices to develop and implement HR strategies and solutions to address office’s needs;
  • Keeps employees and legislators informed and involved with HR activities; creating and maintaining clear communication systems and tools;
  • Responds to questions, interprets policy and explains procedures to legislators, staff and the public.
  • Assists with the researching, writing, editing or development of required human resource policies and procedures.
  • May coordinates HR programs (i.e. tuition reimbursement);
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks;

Performs related duties as required.

(Knowledge, skill and ability)

  • Six (6) years of experience in human resources management with considerable knowledge in the areas of: recruitment, selection, compensation, benefits, payroll, employee relations, organizational and/or employee development;
  • College training may be substituted for experience on the basis of fifteen(15) semester hours equaling six (6) months of experience to a maximum of four (4) years;
  • Knowledge of principles and techniques of human resources management;
  • Ability to apply human resource principles and procedures ;
  • Knowledge of relevant state and federal statutes and regulations;
  • Requires strong interpersonal skills including initiative, leadership and tact;
  • Ability to analyze problems quickly and determine effective solutions;
  • Excellent oral and written communication skills;
  • Ability to work overtime as needed.

Starting salary of $70,287
